Use of College Facilities and Equipment - Policy 6.010

Policy:

The President may authorize the use of College buildings,
facilities, and services by outside agencies. A rental or usage
fee as prescribed by College procedure may be assessed. This fee
may be waived for educational and governmental agencies and other
organizations complementing the mission of the College when no
fees for admission is charged. Use of buildings and facilities
by persons, entities, or organizations of whatever description
must be pursuant to law and College policy and must be for a
purpose consistent with the mission of the College and by express
permission by an appropriate authorized official of the
College.

The use of such buildings or facilities shall not conflict or
interfere with regular College programs and all request are to be
in writing on the appropriate form. Long term, regularly
scheduled use of facilities is discouraged because of the
unpredictability of College needs for such facilities.
Designation of Non-Smoking Areas - Policy 6.020

Policy:
It is the policy of the Board that smoking of any kind shall
be prohibited in the interior of buildings used by College for
educational purposes. Any exception to this policy shall be
described in the College procedures manual and approved by the
Board.
Campus Safety or Security - Policy 6.030

Policy:
It is the policy of the Board that the College campus should
be safe and secure. To accomplish this policy, the President or
designee shall establish procedures which include, but are not
limited to, the following:
- a description of the emergencies and conditions to which these
procedures shall apply;
- action that should be taken by the President or other college
staff under certain emergencies and conditions including the
closure and evacuation of classes, offices, and buildings;
- action that should be taken by the President or designee to
prohibit the presence on campus of persons who threaten the
safety or security of students, college personnel, or college
property; and,
- the use of law enforcement authorities under certain
conditions.
Traffic and Parking - Policy 6.040

Policy:
It is the policy of the Board that free parking shall be
provided to students and employees. The President or designee
shall establish procedures governing parking and flow of traffic
within college boundaries and may recommend hiring of personnel
to enforce campus parking rules in accordance with s. 240.319 (3)
(k) F.S.
Construction Projects - Policy 6.050

Policy:
- It is the policy of the Board that the College shall administer
construction projects in accordance with law, rules, regulations and
related local requirements.
- The President or designee shall establish procedures to ensure that
construction projects are implemented in a manner consistent with the
educational program of the College.
- Board approval shall be required for relevant facility related
documents which may include, but are not limited to a facility master
plan, educational plant survey, professional service contracts, bid
documents and recommendations, reports for completion, inspection,
occupancy and other construction related documents.
- The Board authorizes the President or designee to approve change
orders up to Category II of F.S. 287.017 per change order between Board
meetings. Any such action shall be reported to the Board for
ratification at the next regularly scheduled meeting.
- Payment to Contractors shall be in accordance with Board approved documents less any retainage.
- A construction project approved by the Board shall be formally
accepted by the Board on completion before the retainage is released
and final payment is made. The President or designee shall be
responsible for determining that all obligations have been met and all
appropriate inspections have been made in accordance with the
provisions of the State Board of Education rules. At its discretion the
Board may decline to release all or part of the retainage if any
unreasonable amount of time lapses in resolving disputed items required
for completion of the project.
Pre-qualification of Contractors for Educational Facilities - Policy 6.055

Policy:
- It is the policy of the Board to pre-qualify bidders for
construction contracts for educational facilities in accordance with
rules prescribed by the Department of Education which require the
pre-qualification of bidders of educational facilities construction.
- A list of pre-qualified bidders shall be presented to the Board for approval.
- The President is authorized to establish procedures to implement
this policy, in conformity with Florida Statutes, State Board of
Education Rules and the State Requirements for Educational Facilities.
Safety, Sanitation and Inspection of Facilities - Policy 6.060

Policy:
It is the policy of the Board that College facilities shall be well-maintained, safe and sanitary at all times.
- A comprehensive program of safety and sanitation shall be
established to ensure the protection of the occupants of all College
facilities.
- All College facilities shall be inspected at least once during each
fiscal year to determine compliance with standards of sanitation and
casualty safety established by state law or administrative rule.
- Firesafety inspections shall be made annually of all College
facilities by persons certified by the Division of State Fire Marshal
to be eligible to conduct firesafety inspections in public educational
and ancillary plants. Each firesafety inspection report shall contain a
plan of action and schedule for the correction of each deficiency.
- Any immediate life-threatening deficiencies noted in an inspection
shall be immediately reported to the President. The President shall
take action to promptly correct the deficiencies or, if that is
impractical, shall withdraw the facility from use until said
deficiencies are corrected.
- The President or designee shall establish procedures to implement this policy.
Use of College Grounds for Free Speech and Assembly - Policy 6.070

Policy:
It is the policy of the Board to provide opportunity for free speech
and assembly on College grounds for students outside the classroom
within guidelines consistent with the educational mission of the
institution.
- In order to provide an appropriate forum for student free speech
and assembly, the President or designee may authorize the use of
College grounds for this purpose.
- The President is authorized to establish procedures to implement
this policy and to preserve an effective learning environment on
campus.
