Faculty, Harvey M. Alper

Professor Alper received his Juris Doctor degree in 1971 from the University of Florida, after earning his bachelors's degree in Journalism, graduating with honors, from the University of Florida in 1968. He is currently an AV rated attorney whose practice emphasis is in civil litigation and representation of private clients in administrative and governmental law matters.

Professor Alper is licensed to practice law in Florida and the District of Columbia, as well as before the United States Tax Court, the United States District Court for the Middle District of Florida and the 5th and 11th Federal Circuit Courts of Appeal. He is also licensed, and has personally appeared before and presented argument to, the Supreme Court of the United States. Professor Alper has argued appeals at all levels of the State and Federal systems, as well as in the administrative arena.

In 1971 and 1972, Professor Alper served as assistant general counsel to the City of Jacksonville, Florida. Since that time, he has been continuously engaged in the active practice of law in Altamonte Springs, Florida. During that period, Professor Alper served as an Adjunct Professor of Business Law from 1982 to 1986 at Valencia Community College. He has served as an Adjunct Professor of Legal Studies at Seminole Community College since 2004.

Professor Alper is the past President of the Seminole County Bar Association and the Attorney's Bar Association of Florida. He is a life member of the Florida Council of Bar Association Presidents, and has served on the Board of the Seminole County Bar Association Legal Aid Society. In 1983, he was awarded The Florida Bar's Pro Bono Service Award. Professor Alper is a Florida Certified Mediator and Florida Qualified Arbitrator. From 1981 to 1986 he served as General Master to the Circuit Court in Seminole County, Florida. His memberships include the Association of Trial Lawyers of America and the Inns of Court, Vollie Williams Inn.
