Technical Specifications

Web Page Specifications

The purpose of this document is to provide Web designers at Seminole Community College specifications to assist them in the creative task of developing Web pages. Web page design and implementation has become a part of many of our job descriptions. With these specifications we aspire to a Web space that presents SCC information in an informative, consistent and easy to navigate manner. In no way are these specifications meant to limit the creative freedom of our faculty, staff and students.

Copyright and Trademarks

1.1Seminole Community College retains all rights to its name and registered marks.
1.2Use of SCC's registered marks are governed by the Logo Specifications, available from the College Relations and Marketing Department.
1.3With the permission of the rights holder, the registered marks of donors, sponsors, organizations, training partners or employers with relationships to Seminole Community College may be used on SCC pages.
1.4Copyright laws apply to electronic publishing/posting as well as to print publishing. Many materials that may be used freely in the classroom or as handouts are prohibited for use on the Internet. Be sure you have permission to publish the information. (A copyrighted work is any original work of authorship fixed in a tangible form of expression.)

Taking on the Role of an Information Provider

2.1When posting information about the College, make sure to keep all information current.
2.2When creating a link from your page to another page, be sure to maintain the links and do not allow them to be broken.
2.3Make every effort to link to existing information. Do not duplicate it on your Web site. Information pertaining to the SCC College Catalog (programs, courses, etc) should link directly to the online Catalog.

Official Page Specifications

An official page is defined as any page containing Seminole Community College information that is externally accessible to the general public. It is up to the author or maintainer of the Web site to make sure that the page complies with the specifications set out for official pages.

3.1Each page shall have an identifier that clearly states that it is a SCC page. The SCC logo should be included on every page and should link back to the SCC homepage. The department/course should also be listed so that visitors know where they are at all times.
Remember, a visitor may reach your page from a search engine or by typing in a URL and not through the SCC homepage or links.
3.2Each page will have navigational links that let the user, if applicable, go back, return to the department's main page and go to the SCC homepage.
Although these required links may seem unnecessary, if a user happens onto your page through a search, the browser's Back function will be useless to retrace the origin of the site's links.
3.3The use of frames is discouraged. They are hard to bookmark, search engines have problems indexing them and they are difficult for the user to print.
3.4A footer is required on each page which will include the following:
3.5To ensure a strong and consistent marketing presence and encourage user functionality and usability, SCC pages will be based on templates provided through CTS. These templates and their respective colors and images are determined by the College Relations and Marketing Department.
3.6To ensure that your pages can be viewed by users with disabilities you must check them by using a tool called Bobby. Bobby will scan your pages and give you specifications, if needed, to ensure your page can be viewed by individuals with special needs.
3.7Every page must have a title tag in the following format:

SCC - Department Name: Page Title

Example: SCC - Interior Design: Faculty Directory

3.8Every page must have meta tags for keywords, description and author.
3.9All pages must be free of spelling and grammatical errors and should conform to the SCC Style Guide.
3.10Pages should not contain GIF animations or blink tags. (They may be immediately removed by Web Support.) Authors should make every effort to keep image sizes small so that download times are kept to a minimum.
3.11Any listing of outside links should include the following disclaimer:

This site contains links to other Internet sites. These links are not endorsements of any products or services in such sites, and no information in such site has been endorsed or approved by this site.
3.12Seminole Community College must not be placed in a position of endorsing or "selling" any private enterprise, goods or services. Logos, links, trademarks and advertising for private corporations not officially affiliated with the College are not permitted.
(Ref. Policy 1.140)

Acceptable use of logos and/or links to private corporations includes the following:
  • Use of logo and/or a link to a company site (such as Microsoft, Netscape, etc.) to download a free Web browser necessary to access online course materials.
  • Use of logo and/or a link to a company site (such as RealNetworks, Adobe Acrobat, etc.) to download a free player, reader or plug-in necessary to access online or multimedia course content
  • Use of logo and/or a link to a company or publisher site (such as ANGEL, Prentice Hall, etc.) to search for access codes associated with the e-pack or required textbook for the course or to facilitate student course downloads.
  • Use of logo and/or a link to a company, publisher or other organization's site in order to accomplish specific learning objectives related to course content (objectives must be clearly stated and relevant to the course material).
Unacceptable use of logos and/or links to private corporations includes the following:
  • Use of logo and/or a link to a commercial enterprise promoting products (such as Amazon, Barnes and Noble, etc.)
  • Use of logo and/or a link to unnecessary sites not directly related to course content, material or objectives.
  • Use of logo and/or a link of personal interest or personal gain to SCC employee.
3.13All pages must adhere to the Technical Specifications.

Departmental Page Specifications

4.1Each departmental page must meet all Official Page Specifications.
4.2The name of the department, program or course must appear at the top of the page.
4.3An introduction or description of the department must appear on the main page.
4.4A page listing names and contact information for faculty, staff and administrators must be available from the main page.
4.5A course page describing in detail the current courses offered should be available from the departmental page. At a minimum there must be a link to the official course calendar available via the Registrar's pages.
4.6The following validity statement should appear on the bottom of each departmental homepage:

Every reasonable effort has been made to ensure the accuracy of the content contained on this site. However, we encourage you to contact the College or specific department to verify that the information you have is current.

Faculty/Student Club Page Specifications

The content of your Faculty/Student Club Web site is governed for the most part by your good judgment of what is academically relevant and appropriate. Your Web creations should reflect your standards of academic quality and uphold your reputation as a representative of SCC.
Individuals or groups may not publish information on the College Web servers that is prohibited by law or disallowed by licenses, contracts, copyrights or SCC regulations. Web authors are responsible for information they publish; they should be familiar with SCC policies pertaining to confidentiality and the use of computers, particularly the SCC Acceptable Use of College Information Technology Policy. Before you begin your Web development, familiarize yourself with these policies.
5.1Contents of all pages must comply with Web Design Guidelines
5.2All pages must comply with local and federal laws.
5.3An SCC e-mail address for the page author or contact person must be present.
5.4The homepage should contain the following Content Disclaimer:

The views and opinions expressed in these pages are strictly those of the page authors. Any comments on the contents of these pages should be directed to the author/contact listed at the bottom of the page. The page author is responsible for adhering to all college rules, policies and guidelines and for abiding by all laws and regulations related to telecommunications and publishing public information.
5.5See rules regarding use of trademark images.

Technical Specifications

Many of these specifications have been put in place to assist in compliance with Section 508 of the government's accessibility code. Others are being implemented as part of our effort to make our content available to multiple platforms such as cell phones and palm pilots.
6.1All SCC Campus Web site pages should be created in XHTML and validated.
6.2All file names should be in lower case letters and not contain any blank spaces. For consistency, all pages should be named with either .htm, .asp, .php or .jsp extensions.
6.3Design for a Optimum 800 X 600 screen size
(640 X 460 should contain all navigational elements).
6.4Strive to use only the 216 browser-safe colors. Use hexadecimal color codes only.
6.5Use white backgrounds only.
6.6Design for use via modem connection (max 30 seconds per page on a 56.6K modem).
6.7JavaScript must run without error in both Netscape 4.5 or higher and Internet Explorer 4.0 or higher.
6.8Do not clutter pages with animated .gifs, banners, blink tags, page counters, superfluous images, uninvited sounds, etc.
6.9Design for handicap accessibility and user/visitor accessibility generally. Use "alt" tags to describe the function of images and animations.
6.10Use CSS to control all text formatting and colors. A sample stylesheet is available to get you started with CSS.
6.11Use width and height attributes with every image to speed downloading.
6.12Use andlt;h> tags for all page headers. Do not use andlt;h> tags for blocks of text.
6.13Save scanned images at a maximum of 96 dpi.
6.14Use .gif format for solid-colored images, .jpg for multi-colored images.
6.15Fonts should be set at "Verdana, Geneva, Arial, Helvetica."
6.16All pages should run without error in both Netscape 4.5 or higher, Internet Explorer 4.0 or higher and Opera 4.x or higher. Pages must be visible and usable in all graphical browsers.
6.17Official College Web pages must be posted on SCC servers (WWW and WWW2). Pages not posted on College servers should not be identified as official College pages.

Templates and Graphics Libraries

7.1Templates will be made available for many of the various pages you may need to design. All instructors should use the template of their primary department.
7.2A graphics library has been produced containing approved images, such as the logo, a variety of campus pictures, faculty staff and students in day-to-day activities at SCC and much more. Please link to these graphics in their original locations and do not make local copies.
