Admissions Requirements for Degree and College-Credit-Certificate-Seeking Students

All associate degree and college-credit certificate students are required to satisfy college placement testing requirements. Placement tests are not used for admission purposes, but are utilized to determine the appropriate placement in college-level English and mathematics courses.

First-Time-in-College Students

  1. Standard High School Diploma: Florida high school graduates must have earned a standard high school diploma. Non-Florida high school graduates must meet requirements specified in Florida Statutes. Applicants who seek to enroll in associate degree and certificate programs must have official school transcripts with a high school graduation date and other postsecondary transcripts sent directly to SCC's Enrollment Services Office prior to the first day of classes.
  2. High School Equivalency Diploma (GED): Students with a General Education Development Diploma and Florida GED passing scores are eligible for admission. An official transcript of the GED, including test scores, is required for admission. Students who have taken the GED exam are not eligible to take entry-placement testing, attend orientation or register for classes until they have received official scores that demonstrate the student has received a GED diploma.
  3. Home Education Graduate: Students who have graduated from a home education program are eligible for admission as high school graduates. Students must provide affidavits signed by a parent or legal guardian attesting that they have completed a home education program pursuant to the requirements in Florida Statute 232.0201 and provide their high school transcripts.

Transfer students

  1. High School Graduates: Students must request official transcripts from all previous colleges and universities to be sent directly to SCC's Student Records Office at 100 Weldon Blvd., Sanford, FL 32773. Students who have earned less than 12 semester hours of transferable college credit must also submit an official high school transcript. All official transcripts are required prior to students beginning classes. Students whose transcripts have not been received by the end of the first semester of the student's initial enrollment will not be allowed to continue at Seminole Community College. A restriction will be placed on the student's record and not removed until the Records Office receives the transcripts. Credits earned at one of the six regionally accredited associations will be accepted to fulfill SCC degree requirements, provided that the work is earned in an area and on a level normally included within the first two years of college and that a grade of D or better was earned. However, Gordon Rule courses must be completed with a grade of C or higher.
  2. Accredited Institutions: For the purposes of this undergraduate catalog, "accredited institutions" are those colleges and universities accredited by any of the following six regional associations:
    • New England Association of Schools and Colleges;
    • Middle States Association of Colleges and Secondary Schools, Commission on Institutions of Higher Education;
    • North Central Association of Colleges and Schools, Commission on Colleges and Universities;
    • Northwest Association of Secondary and Higher Schools, Commission on Higher Schools;
    • Southern Association of Colleges and Schools; or
    • Western Association of Schools and Colleges Accrediting Commission for Senior Colleges and Universities and Accrediting Commission for Junior Colleges.
  3. Accredited Foreign Institutions: The accreditation status of all foreign institutions must be evaluated through either Josef Silny and Associates, Inc., or World Education Services, or any current NACES Members (www.naces.org/members.htm).
  4. Non-Regionally Accredited Institutions: Credits from non-regionally accredited institutions will be evaluated on an individual basis at the request of the student. Students may be required to provide additional documentation which will assist in this process.
  5. Academic Probation, Suspension or Dismissal: Students are allowed to apply for admission to the College if they are on academic probation, academic suspension or academic dismissal from another college. Once their transcript is received and evaluated, their academic status can change due to the acceptance of only lower-level courses. After transcripts are evaluated, the student is alerted to their Standards of Academic Progress as indicated on their SCC transcript. The Enrollment Services Office will notify students with regard to their transcript evaluation during their first semester of enrollment. The students may appeal the evaluation prior to the end of their second semester of attendance at the College. Seminole Community College does not award college credit based upon experiential learning. The final determination for transfer of credit equivalency decisions rest with the Director of Enrollment Services and Registrar.
  6. Non-High-School Graduates: Students who are not high school graduates but have successfully completed a minimum of 12 semester credits of college-level courses at a regionally accredited institution other than Seminole Community College and have passed the college-level communication and computation examinations are eligible for admission to an associate degree program.
  7. Transient Students: Students in good standing at other colleges may be admitted as transient students to take courses for transfer back to their home institution. A transient form or letter is required that indicates the student's good standing, specific courses to be taken and the parent institution's willingness to accept the credits earned. The transient form or letter is required prior to registration for classes.

Placement Testing Requirements for College Credit Students

All students admitted to a degree or certificate program are required to take the Accuplacer Computerized Placement Test (CPT) unless they meet one of the specified exemptions. The results will place students into appropriate courses to ensure student success.

Students required to take the CPT:
  1. All degree-seeking first-time-in-college students and all college-credit-certificate-seeking students who wish to register in more than 12 or more cumulative credits. Such students may not register for any credit course at SCC until they have a set of complete scores on file. This includes students who hold only a vocational credit certificate;
  2. All students who wish to register for any English or mathematics course;
  3. All students seeking academic dual enrollment;
  4. All students who took a placement examination more than two years ago, whose scores were used for placement but who have not yet passed a course in the corresponding subject area. Students who placed into the lowest levels (REA 0001C, ENC 0001C or MAT 0012C) need not retest in the corresponding subject area; and
  5. All students who cannot provide ACT, SAT or CPT official scores from the testing agency or scores on an official transcript by the date of their orientation must take the CPT. Students who provide scores after the drop/add period ends will not receive a refund of fees if they should withdraw from the math or English class for which the current scores placed them. For example, if the student is unable to provide their original SAT score; however, they take the CPT test and it places them into a college prep math or English; however, after the prep class begins, the student provides SAT scores that would have placed them into a higher math course. The student may not drop/add after the deadline; therefore, they can withdraw from the course but they can not receive a refund.
Students exempt from taking the CPT:

Students are exempt from taking the CPT if they provide written documentation for one of the following:

  1. Official ACT or SAT scores less than two years old that place the student into college-level coursework at SCC.
  2. SAT scores of 440 or above on verbal/critical reading or 440 or above on math for placement into Intermediate Algebra (MAT 1033).
  3. ACT scores of 18 or above on the reading or 17 or above on English or 19 or above on math for placement into Intermediate Algebra (MAT 1033).
  4. If multiple test results are on record, the highest subtest scores are used.
  5. Any score presented, which is below that needed for exemption, will require the student to be tested on the appropriate CPT subtests(s).
  6. Students who have already registered into the prep mathematics course (and are past the 100 percent refund deadline) are not eligible to take the CPT mathematics subtest.
  7. Students who have attended a regionally accredited college or university in which English was the language of instruction and have completed college-level or the highest college-preparatory-level coursework, as evaluated by SCC, in both reading and writing and/or mathematics with a grade of C or higher.
  8. Students who have an A.A., bachelor’s, master’s or doctorate degree from a regionally accredited college or university in which English was the language of instruction and have submitted official transcripts to SCC for review.
  9. Official SCC record that indicates that the student is enrolled in another college or university and has applied to SCC as a transient student.
  10. Official SCC record indicates that the student is enrolled for teacher recertification.
  11. Official SCC record indicates that the student is enrolled for a vocational program, Adult High School, ABE/GED, a community education course or a continuing education course.
Requirements for Adult Education Programs

Classes are offered for adults whose education was interrupted or whose education did not include mastery of the basic skills as defined by the Florida Department of Education.

  1. Adult Basic Education: Only persons 18 years of age, who have not completed high school or whose scores on the TABE test are below a 9.0 grade equivalency level in each subject area, are eligible. Applications are accepted year-round. Prospective students must:
    1. Complete the Test of Adult Basic Education (TABE) and achieve below a 9.0 grade equivalency level in each subject area; and
    2. Provide proof of age eligibility and Florida residency.
  2. General Education Development Program (GED): Classes are offered for persons 18 years of age or older whose education was interrupted before they were able to complete high school. Adults must meet the following state requirements to qualify to take the GED test:
    1. Provide documentation of Florida residency and age;
    2. Applications are accepted year-round for the Adult Basic Education and GED Programs. Students must take the TABE and achieve a 9.0 grade equivalency level in each subject area, unless they are transferring from another SCC program and scores are only one year old or less; and

Any student seeking admission to the Adult High School who has been expelled or is being recommended for expulsion from Seminole County Public Schools will not be accepted for admission until the expulsion order has expired. Students who successfully complete the EXCEL Program are eligible to enroll. Students enrolled in the EXCEL Program who are recommended by EXCEL administrators and Seminole County Schools are eligible for enrollment prior to completing the program. Students may petition for a waiver from this requirement through the College's Admission and Graduation Committee;
    5. Individuals who apply for admission are divided into two categories, co-enrolled students and high school transfer students. Co-enrolled students are individuals who would like to enroll in Adult High School classes while maintaining enrollment in another high school. To be admitted, the student must submit a letter or recommendation from a counselor at their home school stating the specific courses they are approved to take, and a completed SCC application. Transfer students are individuals who have withdrawn from other high school programs and desire to complete the State of Florida requirements for the standard high school diploma through the Adult High School at SCC. The Board recognizes that only students who have the potential to benefit from high school instruction should be admitted to the Adult High School Program.

Adult High School Placement

  1. Students are placed in the Adult High School according to the reading, math and language usage scores they achieved on the TABE. A student's placement will be based upon the following criteria:
    1. Students with scores at or above a 9.0 are eligible for full admission without restrictions;
    2. Students with score between 6.0 and 8.9 on only one TABE subtest but score 9.0 or higher on the other two may enroll in other Adult High School elective classes in addition to the required preparatory classes;
    3. Students who score between 6.0 and 8.9 on two or more TABE subtests will be required to enroll in Adult High School preparatory classes only. Students that are dropped from class because of lack of attendance will not be allowed to register for preparatory classes at midterm;
    4. At the end of each full term, students who are in good standing in the Adult High School preparatory classes will be retested. Students will advance through the levels based on end-of-term testing. Prep courses will count toward elective credit. Students who complete the coursework but do not pass the exit test will be required to re-enroll in the same course the next term; and
    5. Students withdrawing from a full-term Adult High School prep class will not be allowed to register for a half-term section of that class.
  2. Students who score below a 6.0 in two or more TABE sections are eligible to enroll in the Adult Basic Education programs offered by the College and enter the Adult High School when they demonstrate proficiency as outlined above;
  3. Students entering the Adult High School are required to attend an initial orientation session. The orientation session provides students the following opportunities:
    1. To discuss educational plans and have their questions answered;
    2. To learn about Seminole Community College's rules, regulations and services; and
    3. To complete various forms for registration and register for their first term of classes.

  6. Discharge all financial obligations to Seminole Community College.
  7. Diplomas are automatically sent to students who apply to graduate.

Note: Upon request, the appropriate certificate of attendance will be issued to any student completing all graduation requirements but failing to pass the High School Competency Test (HSCT) or FCAT.

Until such a time that the test bank items are developed, the principal may award a full credit if the student passes a comprehensive final exam administered by the high school for the course(s) taken at the Adult High School. One credit may be transferred per semester.

Underage ABE/GED

A special program is provided for students who are 16 and 17 years old. They must be a Seminole County resident and bring a withdrawal form from their previous school. Any student seeking admission into the ABE/GED Program who has been expelled or is being recommended for expulsion from Seminole County Public Schools will not be accepted for admission until the expulsion order has expired. Students who successfully complete a minimum of one term at the EXCEL Program are eligible for admission. Students may petition for a waiver through the College's Admission and Graduation Committee.

Students must provide an official, sealed copy of transcripts; a parental consent form, signed and notarized by the parent(s); and complete and SCC Adult Education application. Applications will only be accepted for underage students at the beginning of the term and half-term. Students must complete the TABE requirement and attend an orientation. Students must also attend the equivalent of one full term and pass the practice GED test to obtain permission to take the GED exam prior to age 18.

Admission Requirements for Non-Degree-Seeking Students

Non-degree-seeking students take courses for job improvement or personal enrichment but do not seek associate degrees or certificates. The following statements are applicable for non-degree-seeking students:

  1. An SCC Application for Admission must be completed;
  2. Non-degree-seeking students are exempt from College Level Placement Tests;
  3. Enrollment in any college-level course is permitted except English or mathematics courses or courses with an English or mathematics corequisite and/or prerequisite; and
  4. Students may complete 11 hours in non-degree-seeking student status. Once non-degree-seeking students register for the twelfth hour of credit, they are reclassified to degree-seeking status and are required to meet degree-seeking admission and placement-testing requirements. Credits earned while in non-degree-seeking-student status do not fulfill Seminole Community College associate degree or certificate requirements unless students change to degree-seeking status and complete all degree-seeking admission requirements, including placement testing and orientation. There is no guarantee that courses taken as a non-degree-seeking student fulfill specific degree requirements. Non-degree-seeking students completing courses for transfer to another institution should determine the transferability of these courses to other institutions prior to enrollment at Seminole Community College.

Admission Requirements for Students with a College Degree

Students who have earned an associate degree or higher, including teacher recertification students, may enroll in courses. Students admitted in this category must:

  1. Complete an SCC Application for Admission;
  2. Indicate that a Seminole Community College degree or certificate is not sought;
  3. Provide an official transcript from all previous undergraduate colleges and universities. All transcripts are required prior to students beginning classes. Students whose transcripts have not been received by the end of the first semester of the student's initial enrollment will not be allowed to continue at Seminole Community College. A restriction will be placed on a student's record and will not be removed until the Records Office receives the transcripts; and
  4. Teacher recertification students may submit a copy of their Teaching Certificate or an official transcript indicating their bachelor's degree. For this category only, college graduation fulfills the high school graduation requirement.

Students are responsible for their own advising and are required to meet all prerequisites and corequisites for courses in which they intend to enroll, including appropriate placement scores when required. The responsibility for determining the transferability of credit earned at Seminole Community College as non-degree students toward a degree program at another institution is the sole responsibility of the student.

    5. Students requesting a TABE exemption based on one of the above conditions must go to the Assessment and Testing Office to complete and submit the TABE waiver request form; and
    6. Each vocational certificate program has a TABE score requirement for reading, language and mathematics. For most programs, students must test prior to their orientation; however, if students are unable to meet the minimum scores required for their certificate program, they may be allowed to enroll and begin classes. These students must attend the STAR Lab to strengthen their skills and then retake the TABE to achieve the required scores in reading, language and math before they complete their certificate program.

Admission Requirements for Workforce Development Programs

Farmworker Jobs and Education Program:

Adults who meet the federal guidelines governing the classification of migrant or seasonal farm workers may participate in the program. See page 76 for more information.

Limited-Access Programs Placement Eligibility

All candidates for admission to the College shall be accepted for enrollment as announced in this policy; however, some specialized programs are regularly identified by the District Board of Trustees as limited-access or restricted-access programs. Limited-access programs are those specialized programs in which there are additional admission criteria and the number of students who may enter is limited. Restricted-access programs are those specialized programs in which there are additional admission criteria but, for the most part, students meeting the specified requirement(s) will normally be admitted.

The following programs are designated as limited access: apprenticeship programs; Automotive, Associate in Science degree programs (ASEP, ASSET, CPT, TACT); Criminal Justice Academy (Correctional Officer, Law Enforcement: Basic Recruit); Emergency Medical Technician-Basic (EMT-B) Certificate Program; Firefighting - Minimum Standards; Health Information Management/Medical Record Coder; CNA; HHA; PCA; Registered Nursing; Paramedic Certificate; Physical Therapist Assistant; Practical Nursing Program; and Respiratory Care.

The following programs are designated as restricted access: Health Information Management/Medical Records Transcription, Honors Diploma program and Honors Certificate; Liberal Studies; Music; Educators Preparation Institute; and Science Diploma.

Both limited-access and restricted-access programs may have specific enrollment eligibility requirements imposed because of the following:
